博士課程の学生支援、生活費支給は「日本人限定」に見直しへ…受給者の４割近くが留学生・最多は中国籍
文部科学省は、優秀な博士課程の学生に生活費や研究費を支給する支援制度について、生活費の支援を日本人に限定する方向で見直す方針を固めた。同制度を巡っては、受給者の約３割を中国籍の留学生が占めていることを疑問視する声が国会で上がっていた。文科省は見直し案を２６日の有識者会議で示し、２０２６年度以降に適用する。
やっと日本人第一主義の考え方が行動に表れ始めました。日本人ファーストとは、日本人を最優先に考えるという思想やスローガンを指しますが、政治や経済、社会政策の文脈で使われることが多く、日本国内のリソースや制度、支援を「まず日本国民に向けるべきだ」という主張を表現したものです。たとえば、外国人労働者の受け入れや生活保護制度、災害時の支援体制、教育・医療の提供といった分野において、「日本人の権利や安全が後回しにされているのではないか」という懸念から生まれる意見のひとつです。
この言葉にはナショナリズム的な側面もあり、使い方によっては排外的・排他的な印象を与えることもあります。その一方で、国民の生活を守るという意味で一定の共感を得るケースもあり、政治家や団体がキャッチフレーズとして用いることもあります。ただし、その背景には人口減少や高齢化、経済格差など、日本社会が直面する複雑な問題が絡んでいるため、「日本人ファースト」という言葉をどう捉えるかは、人によって意見が分かれるところです。
特に中国人の帰化問題や不動産大量購入などによる進出が目に余る状態である今、このような水際対策は早々に進めるべきです。
The Ministry of Education, Culture, Sports, Science and Technology (MEXT) has decided to revise its support program that provides living and research expenses to outstanding doctoral students, limiting the living expense support to Japanese nationals. In the Diet, concerns had been raised over the fact that nearly 30% of the recipients were international students, with the majority being Chinese nationals. The revised proposal will be presented at a panel of experts on June 26 and is expected to take effect from fiscal year 2026.
At last, the idea of “putting Japanese people first” is starting to take shape in concrete policy. “Japan First” refers to the principle or slogan of prioritizing Japanese nationals above all. It is often used in the context of politics, economics, and social policy, expressing the belief that Japan’s resources, systems, and support should first and foremost be directed toward its own citizens. For example, in areas such as the acceptance of foreign labor, welfare benefits, disaster relief, and access to education and healthcare, this stance arises from concerns that the rights and safety of Japanese people are being pushed aside.
The term carries a nationalistic tone and, depending on how it is used, may come across as exclusionary or discriminatory. However, it also garners a degree of public support when framed as a way to protect the lives and livelihoods of Japanese citizens. Politicians and advocacy groups sometimes use it as a campaign slogan. Nevertheless, it is important to recognize that the phrase reflects the broader and more complex issues Japan faces, such as population decline, aging society, and widening economic disparity, which means that opinions on the “Japan First” approach can vary significantly.
In particular, as naturalization by Chinese nationals and their large-scale property purchases in Japan become increasingly visible and problematic, such protective border measures should be implemented without delay.
